Availability wording is not fully aligned

The release surface describes Wan 3.0 as generally available without an application, while the API reference still carries preview wording. Treat the console for your region as the production authority.

Input-video duration changes the budget

Without video input, output duration can be any integer from 2 to 30 seconds. With video input, input-video duration plus requested output must stay within 30 seconds, and both sides are billable.
